LEMON GROVE, Calif. (AP) -

A slice of land that once held miles of asbestos-covered pipelines may soon be the site of a new housing development .

The City Council approved the 78-home project, called Citrus Heights, after nearly three hours of discussion, presentations and public comment.

Speakers voiced a range of concerns about the potential of asbestos exposure.

"You will be responsible for putting us all in danger," resident Gloria Gonzales told the council.

Developer Carter Reese & Associates will be required to pay an independent contractor to monitor the site for contamination during construction.
